Executive Team
Julie J. Brewen, Chief Executive Officer, leads the organization with nearly 30 years of experience in affordable housing development, asset management, and organizational culture. Julie holds many industry certifications and has extensive experience and knowledge in acquisition, development, and management of affordable housing. She has created and continues to develop an organizational culture that attracts and engages a dynamic workforce at all levels of the organization. She currently serves on the governance board of the National Association of Housing and Redevelopment Officials (NAHRO) and is the Colorado NAHRO Vice President of Commissioners.
Michele Christensen, Chief Strategy & Operations Officer, joined Housing Catalyst in 2005. Michele is a licensed clinical social worker with more than 25 years of experience. She leads the development and implementation of the strategic plan and manages cross-departmental programs, policies, and procedures to ensure consistency and maximum efficiency. She is responsible for the development of a wide range of programs and services that meet the agency’s goal of providing service-enriched housing. She oversees all federal housing assistance and resident services programs and played a key role in the development of Housing Catalyst’s Permanent Supportive Housing communities. Michele serves on the board for the National Association of Housing and Redevelopment Officials.
Tonya Frammolino, Chief Financial Officer, joined Housing Catalyst in 2021 to lead a strong team of finance and accounting professionals. She provides visionary strategic leadership in the financing of real estate development for Housing Catalyst and guides the financial operations of the organization. Tonya is a licensed certified public accountant, with her CPA license currently dormant, who brings more than 20 years of experience in the real estate and banking sectors to her role. Her financial experience includes development, acquisitions, investments, construction, and property management.
Kristin Krasnove Fritz, Chief Real Estate Officer, has been with Housing Catalyst since 2011. Prior to joining the organization Kristin worked as an urban planner for more than ten years. Her planning work focused on the relationship between health and the built environment, sustainability, housing, and transit-oriented development. At Housing Catalyst, Kristin led the development of Redtail Ponds, Village on Redwood, Village on Horsetooth, Mason Place, and Oak 140. She began her career in California’s Bay Area where issues of affordable housing have dominated community conversations for many years. As a developer, she has a passion for incorporating health and sustainability into housing and strives to create high quality housing that is both affordable and beautiful.
