Through Housing Assistance Programs, Housing Catalyst works to increase housing opportunities for residents of Northern Colorado. Our goal is to improve the lives of families and individuals in our community, utilizing the maximum amount of voucher funding available to us.

Housing Choice Vouchers

Housing Choice Vouchers help cover the cost of rent for families with low incomes, people with disabilities, and seniors. Since housing assistance is provided on behalf of the family or individual, participants are able to find their own rental home, including single-family homes, townhouses and apartments. The participant is free to choose any housing that meets the requirements of the program.

A housing subsidy is paid to the landlord directly by Housing Catalyst on behalf of the participating family. The family then pays the difference between the actual rent charged by the landlord and the amount subsidized by the program. Voucher program participants usually pay about 30% of their monthly income toward rent.

Housing Choice Voucher Eligibility Guidelines

  • Applicants must meet citizenship or eligible immigration requirements.
  • Household members 18 years of age or older must have a background free of recent violent or drug-related criminal activity.
  • Household members must not owe money to another housing authority because of a previous residence.
  • Applicants must also pass the screening criteria of the landlord.
  • The combined income of the household cannot exceed the maximum income limits.

Participating Landlords/Property Managers

You may download our HCV Property Manager List, containing property managers who may be willing to lease a home to someone with a housing voucher. Please do not limit yourself to this list. This is for your reference only.

Transferring Your Housing Choice Voucher to Larimer County (Portability)

You may be able to transfer your Housing Choice Voucher (Section 8 rent assistance) from another housing authority to Larimer County. Details are available in our Guide to Transferring Your Voucher to Larimer County.

Project-Based Vouchers

Project-Based Vouchers (PBV) provide rental assistance toward the cost of rent in specific apartments within Housing Catalyst’s communities. These are only eligible at designated apartments. Rent is approximately 30% of your total household income.

Emergency Housing Vouchers

Housing Catalyst was awarded 25 Emergency Housing Vouchers (EHV) as part of the American Rescue Plan Act. These vouchers specifically assist families that are homeless, at risk of homelessness, fleeing or attempting to flee, domestic violence, dating violence, sexual assault, stalking, human trafficking, were recently homeless or have a high risk of housing instability. Housing Catalyst has partnered with our local continuum of care (CoC) to provide direct referrals for these vouchers.

As a HUD requirement, Housing Catalyst is notifying, with this posted update, applicants currently on Housing Catalyst Lottery waitlist that may be eligible for EVH assistance, to contact the CoC for guidance on their referral process.     Download and complete this form if you would like to add another contact person to your application for housing. This may be a family member, friend, or social, health, advocacy, or other organization. Provide a person or organization that may help resolve any issues during your lease or help provide any special care or services you need. You may remove or change the information at any time.
  • Bedroom Size Assignment
    Bedroom size is determined by your household size and composition. You will be placed on the appropriate waitlist based on the information you provide about your household. One-bedroom and four-bedroom apartments are very limited and currently have very long waitlists of at least 5 years. These guidelines will determine each family’s home size.
  • Disability Verification Form
    This form will need to be completed when your name is selected from the waitlist.
  • Homelessness Verification Form
    This form will need to be completed when your name is selected from the waitlist.
  • Payment Standards
    The payment standard is the maximum monthly assistance payment for a family assisted in the voucher program.

    Any change in your mailing address, name, family members or income must be reported through a Waitlist Change Form. This is especially important so we can contact you and keep your apartment size current with your household size. If we cannot contact you by mail, your name will be removed from the waitlist.
