The 2027 Public Housing Agency (PHA) Annual Plan for Housing Catalyst and Larimer County Housing Authority is available for public review and comment through Monday, August 31, 2026. Housing Catalyst’s 2027 Moving To Work (MTW) Supplement and proposed updates to the Housing Choice Voucher Administrative Plan are also available for review.

Housing Catalyst invites residents, program participants, landlords, community partners, and members of the public to review and provide comments on the proposed documents.

PHA Annual Plan and MTW Supplement

The U.S. Department of Housing and Urban Development (HUD) requires all Public Housing Agencies to submit an Annual Plan each year. The Annual Plan is a comprehensive guide to policies, programs, operations, and strategies for meeting local housing needs and goals. As a Moving To Work (MTW) Demonstration Program agency, Housing Catalyst submits an MTW Supplement with its Annual Plan.

Proposed 2027 Changes That May Affect Voucher Participants

Housing Catalyst is considering several changes through its Moving to Work program. The table below summarizes the changes that may have the greatest impact on participants.

Activity/Waiver Who is Affected What to Expect
Biennial Recertifications (current) All participant households Households will complete a recertification every two years instead of every year. Your household is still required to report changes. Voluntary changes between recertification may be limited.
Total Tenant Payment (current) All non-elderly, non-disabled households (as defined by HUD) Your portion of the rent will be calculated using 35% of your adjusted monthly income instead of 30%. This may result in an increase to our monthly rent portion.
Alternative Utility Allowance (current) All participant households Housing Catalyst will apply a standard flat-rate utility allowance based on the unit type rather than calculating an allowance based on each household’s actual utility circumstances.
Minimum Rent (proposed for 2027) All non-elderly, non-disabled households (as defined by HUD) The minimum rent may increase to $130 per month. This may affect households that report zero or very limited income.
Initial Rent Burden (proposed for 2027) Households that are moving or leasing a new unit within Housing Catalyst’s jurisdiction. The maximum allowable rent burden at move-in may increase from 40% to 50% of adjusted monthly income. This could provide more housing choices and flexibility when searching for an apartment, but it may also mean a higher tenant portion of rent at move-in.
Payment Standards (Small Area Fair Market Rents) (proposed for 2027) All participant households. Housing Catalyst would have greater flexibility to adjust payment standards based on neighborhood rental market conditions.
Eligibility Verification Window (proposed for 2027) Households completing initial eligibility for the Housing Choice Voucher program. Eligibility documents remain valid for 120 days instead of 60 days, giving households more time to complete the admission process without needing to resubmit paperwork.

Housing Choice Voucher Administrative Plan Updates

Housing Catalyst has also proposed changes to the agency’s Housing Choice Voucher Administrative Plan. The purpose of the Administrative Plan is to establish policies and procedures for administering rental assistance programs in a manner consistent with HUD requirements and local goals and objectives.
