Housing Catalyst’s Village on Eastbrook was one of nine developments awarded federal and state Housing Tax Credits in the second round of tax credit awards for 2025. The Colorado Housing and Finance Authority (CHFA) awarded the project $1,251,131 in Federal 4% Low-Income Housing Tax Credit (LIHTC) and $1,800,000 in Accelerated State Tax Credit.
Tax credits are the most widely used tool for financing affordable rental housing in the nation. Since the program’s inception, tax credits have helped build or preserve more than 80,000 homes with affordable rents in Colorado.
The Village on Eastbrook will bring 73 new homes with affordable rents to southeast Fort Collins. The three-story apartment complex will include 44 one-bedroom apartments and 29 two-bedroom apartments, along with community spaces and an on-site playground. The building will feature all-electric design and a photovoltaic solar energy system that will offset 70% of the building’s electricity usage.
Housing Catalyst envisions the Village on Eastbrook as an intergenerational community, incorporating senior- and family-friendly amenities. The development team plans to work with local partners like the Partnership for Age Friendly Communities and the Institute for the Built Environment’s Lifelong Homes Program to make the property accessible for people of all ages and abilities. The community will provide homes with affordable rents for a range of income levels, with income limits ranging from 30% to 80% of Area Median Income (AMI).
The Village on Eastbrook project was one of the first recipients of voter approved Proposition 123 Land Banking funds in January 2024.
Housing Catalyst plans to break ground on the Village on Eastbrook in spring 2026 with project completion anticipated in spring 2027.
